Matrix & Bubble Diagram

  1. I think this will be fine. You seem to have a certain sense of the programmatic organization.

You can also try a bubble diagram analysing in sectionally. It will not have to list all the required programs in one diagrams, but it will allow you to look another way of your programmatic relationship.

  3. You pretty much have a clear idea of what you want in terms of programmatic organization.
You can now try to refine the relations between spaces in order to optimize space in the building layout: assess the need of different nuclei of office space or if it's possible to join them (ex. gallery, theater, library, etc); group indoor sports facilities, etc.
A relatively simple mean of doing this is to cut cardboard or paper pieces with the scaled area needed for each individual space and play with them (a bit like tangram) until you find the best relations (formal and program wise). You can even stack the pieces to form vertical relations if more than one level is required. After achieving a satisfactory result you can initiate a sketching/drawing phase to refine the initial result.
